AI Summary

This bill amends existing laws to increase wages for direct support personnel and frontline workers in facilities serving individuals with intellectual and developmental disabilities (ID/DD) across Illinois. Specifically, the bill requires the Department of Healthcare and Family Services, in collaboration with the Department of Human Services, to file an amendment to the Home and Community-Based Services Waiver Program that would increase wage rates to 150% of the statewide, regional, or local minimum wage, effective January 1, 2026. This wage increase applies to all direct support personnel and frontline personnel working in residential and community day services settings who are not already subject to Bureau of Labor Statistics' average wage increases. The bill also mandates that rates include increases for non-executive direct care staff to match the federal Department of Labor's Bureau of Labor Statistics' average wage, and allows for adjustments to employment-related expenses. The legislation provides for emergency rulemaking to implement these changes and is part of a ongoing effort to improve compensation for workers in the developmental disabilities service sector. The bill aims to address workforce challenges and provide more competitive wages for essential workers who support individuals with developmental disabilities.
