This bill amends the Election Code to expand vote center options for election authorities across Illinois. The bill requires election authorities to establish at least one vote center where all voters can vote regardless of their precinct, with specific requirements based on county population size. For counties with 250,000 or more registered voters, the bill mandates a sliding scale of vote centers during early voting and on election day, proportional to the number of registered voters. For smaller counties, the requirements are similarly scaled down, ensuring that even counties with fewer than 12,500 registered voters have at least one vote center. When selecting vote center locations, election authorities must consider factors such as proximity to public transportation, parking availability, geographic accessibility, equitable distribution, population centers, disability access, and existing voting locations. The bill allows election authorities to establish more vote centers than the minimum required and maintains existing early voting location guidelines. Election judges for these additional vote centers will follow the same procedural requirements as traditional precincts, with judge appointments adjusted to the vote center model.
