This resolution honors the life and contributions of Reverend Roy Alphonso Carter, Sr., a community leader from Henrico County who passed away on June 16, 2024. Born in Washington, D.C., Carter was a highly educated faith leader with degrees from Norfolk State University and theological training from Virginia Union University, who was licensed to preach in 1993 and served as vice president of the Henrico Ministers' Conference. He was actively involved in the Henrico Branch NAACP, working to recruit members and encourage voter registration, and dedicated 21 years to Vocational Industrial Clubs of America (now SkillsUSA), helping students develop professional skills. Carter was also involved in Alpha Phi Alpha Fraternity and the Astoria Beneficial Club, and received numerous local and state awards, including Astorian of the Year. The resolution acknowledges his significant community service and expresses condolences to his wife of 61 years, Evelyn, his children Roy Jr. and Pamela, and his extended family and friends. The General Assembly formally notes his loss and instructs the Senate Clerk to prepare a copy of the resolution to be presented to his family as a mark of respect.
