Bill Summary

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that "salary" means the actual salary attached to the exempt rank position held by the fireman, if specified contributions have been made and the fireman has held one or more exempt positions for at least 3 years (instead of 5 consecutive years) and has held the rank of battalion chief, field officer, captain, ambulance commander, lieutenant, or paramedic-in-charge for at least 3 years (instead of held the rank of battalion chief or field officer for at least 5 years) during the exempt period. Removes a provision that limits application of that salary definition to firemen born before 1955. Makes conforming changes. Amends the State Mandates Act to require implementation without reimbursement.

AI Summary

This bill amends the Illinois Pension Code to modify how salary is calculated for Chicago firefighters in exempt positions above their career service rank. Specifically, the bill reduces the consecutive years requirement from 5 to 3 years for holding exempt positions and expands the ranks that qualify for salary calculation, now including captain, ambulance commander, lieutenant, and paramedic-in-charge, in addition to battalion chief and field officer. The bill also removes the previous restriction that only firefighters born before 1955 could benefit from this salary calculation method. For firefighters in exempt positions, their salary for pension purposes will now be the actual salary of their exempt rank position, provided they have made the specified contributions and met the new 3-year requirements. This change aims to provide more flexibility in pension calculations for firefighters who have served in various leadership and specialized roles. The bill also requires implementation without additional reimbursement, meaning local governments must absorb any costs associated with the change.
