This bill creates a new law in Tennessee that establishes criminal penalties for harassing first responders during the performance of their official duties. Specifically, the bill defines a "first responder" as law enforcement officers, corrections officers, firefighters, emergency medical technicians, and other emergency service personnel. A person commits a Class B misdemeanor if, after receiving a verbal warning, they knowingly approach or remain within 25 feet of a first responder with the intent to impede their work, threaten physical harm, or cause emotional distress. The bill defines "harassment" as deliberately engaging in a course of conduct that intentionally causes substantial emotional distress to a first responder and serves no legitimate purpose. A verbal warning must be given before the offense can be charged, and the person must know or reasonably should know they are interfering with a first responder's official duties. The new law will take effect on July 1, 2025, and is designed to protect emergency personnel from intentional interference or emotional harassment while performing their critical public service roles.
