The bill removes these specific numerical limits and instead requires that the chief procurement officer's rules for defining small businesses will match the federal SBA standards, which provide more flexible and industry-specific size criteria. The bill maintains the existing provisions that allow chief procurement officers to set aside a proportion of state contracts (between 25% and 40% for construction contracts) specifically for small businesses, and it continues to require small business specialists to assist small businesses in the state contracting process and report annually on small business contract awards.
