This bill expands eligibility for the Lone Star Workforce of the Future Fund grant program by creating a new category of institution called a "qualifying general academic teaching institution," which is defined as a small public college with less than 10,000 students, located in a county with fewer than 35,000 residents, and designated as a Minority Serving Institution (MSI) by the U.S. Department of Education. By adding this new type of institution to the grant program, qualifying colleges can now apply for grants alongside public junior colleges, public technical institutes, and nonprofit organizations. To receive a grant, these institutions must administer performance-based workforce training programs that develop skills for high-demand occupations, collaborate with employers and local entities, demonstrate successful outcomes in recruiting and placing participants in well-paying jobs, and secure at least 40 percent of their training program funding from non-state sources. The bill aims to enhance workforce development by creating more pathways for education and employment, particularly in smaller, minority-serving educational institutions. The legislation would take effect immediately if it receives a two-thirds vote in the Texas legislature, or on September 1, 2025, if it does not receive the required immediate-effect vote.
