For the Department of Transportation, an additional safe harbor is created allowing the department to meet advertisement requirements by posting on its public website if another advertising method fails. The bill maintains existing protections against contract splitting and continues to require public bid openings, while also preserving emergency contract provisions. The new rules will take effect on October 1, 2025, providing agencies time to adjust to the updated advertising requirements for public works contracts.
