This bill expands Connecticut's existing debt-free community college program to include students transitioning from community college to state universities. Currently, the program provides financial assistance to students attending Connecticut State Community College, covering tuition and required fees not already addressed by other financial aid. The bill introduces a new "finish line scholars program" that will help qualifying students who have completed at least 60 credits at the community college continue their education at state universities or the University of Connecticut. To be eligible, students must be in-state residents, make satisfactory academic progress, complete the Free Application for Federal Student Aid, and accept all available financial aid. The program will provide awards covering the unpaid portion of institutional costs, with a minimum of $500 for full-time students and $300 for part-time students. These awards will be available for up to 72 credit hours or until the student earns a bachelor's degree, whichever comes first. The Board of Regents for Higher Education and the University of Connecticut's Board of Trustees will jointly manage the program and are required to submit periodic reports detailing student enrollment, award amounts, credit hour completion, and student success rates. The program is set to begin in the fall semester of 2025.
