This bill modifies the requirements for sexually transmitted infections and diseases (STI/STD) prevention programs in Minnesota school districts by updating language around curriculum development and implementation. The bill removes the phrase "technically accurate" and replaces it with "medically and scientifically accurate and unbiased" when describing planning materials and curriculum. It also eliminates the requirement that students should abstain from sexual activity "until marriage" and instead simply focuses on helping students abstain from sexual activity. The bill removes a specific provision targeting adolescents at high risk of contracting STIs and renumbers the remaining program requirements. The changes maintain the core elements of district STI/STD prevention programs, including parent involvement, staff training, collaboration with community health services and organizations, and participation of student organizations. If a district fails to develop an appropriate program, the state education department is required to assist the regional service cooperative in developing or implementing the program. The modifications aim to provide more neutral and comprehensive guidance for school district STI/STD prevention efforts.
