This bill amends the Child Care Act of 1969 to modify background check requirements for child care facilities. Specifically, day care homes, group day care homes, and day care centers are now allowed to hire employees or volunteers on a probationary basis if they authorize a criminal background investigation and meet initial requirements set by the Department of Children and Family Services or the Department of Early Childhood, as well as any applicable federal laws or regulations. During the background check process, probationary employees or volunteers must be continuously supervised by an individual who has received a qualifying result on all background check components. The bill maintains existing provisions requiring fingerprint submissions to the Illinois State Police for criminal history checks, ensures confidentiality of criminal background information, and prohibits unauthorized disclosure of such information. The changes aim to provide child care facilities with more flexibility in hiring while maintaining strict safety standards for employees working with children.
