AI Summary
This bill amends the Illinois Public Aid Code to modify how nursing facilities calculate and receive staffing-related payments under the Patient Driven Payment Model (PDPM) beginning in 2024 and 2026. Specifically, the bill introduces a new "PDPM STRIVE Staffing Ratio" calculation that determines per diem staffing add-on payments based on a facility's reported nurse staffing hours relative to a facility-specific staffing target. The staffing target is calculated using complex formulas that adjust for case-mix hours and national staffing averages. Starting in October 2024, facilities will have a graduated implementation of this new calculation, with the staffing percentage gradually transitioning to the new STRIVE Staffing Ratio. The bill also establishes a fee schedule that provides increasing per diem add-on payments for facilities that meet certain staffing percentage thresholds, ranging from $9 to $38.68 per day depending on their staffing levels. By linking payment to actual staffing performance, the bill aims to incentivize nursing facilities to maintain adequate staffing levels and improve the quality of care for residents.
