This bill expands two existing loan subsidy programs to help address workforce challenges in Connecticut's Alliance Districts (school districts with high needs). Currently, the Alliance District Loan Subsidy Program provides loan interest rate subsidies to educators working in these districts. The bill broadens this program to include not just teachers, paraeducators, and school counselors, but also individuals in other high-priority occupations that promote community health, welfare, or education, and are experiencing workforce shortages. The Connecticut Higher Education Supplemental Loan Authority will work with the Department of Education to define these high-priority occupations and establish program eligibility criteria. The bill also allows the use of existing bonding funds to support these expanded loan subsidy programs, with up to $7,000,000 allocated for this purpose. The goal is to attract and retain qualified professionals in critical roles within Connecticut's most economically challenged school districts by offering financial incentives through reduced loan interest rates. The changes will take effect on July 1, 2025, giving state agencies time to develop the necessary implementation guidelines.
