This bill establishes a pilot program allowing the Washington State Department of Commerce to advance funds to small nonprofit organizations to help them better perform grant-related work. The program is designed to support public benefit nonprofit corporations with annual budgets under $5 million that have received department grants. Eligible nonprofits must have been in business for at least three years, have a satisfactory grant performance history, and receive grants aimed at protecting public health, safety, or welfare. The advance funding is limited to 25% of the grant amount or $100,000, whichever is less, and will be deducted from the total grant. Recipients must sign an enforceable contract specifying how the funds will be used. The department will develop equity-driven procedures for demonstrating funding need by consulting with impacted communities. By September 1, 2027, the department must submit a report to the legislature evaluating the pilot program's outcomes and recommending whether to continue, improve, or expand it. The pilot program will expire on June 30, 2028, providing a structured opportunity to test this innovative approach to supporting nonprofit grant performance.
