This bill requires the Tennessee Department of Correction to conduct a comprehensive study on creating a reentry facility for eligible inmates preparing to return to the community. The study must include multiple detailed components such as developing criteria for inmate selection, analyzing the current availability of work and educational programs, determining the optimal timing for housing inmates in such a facility (no earlier than two years before release), evaluating operational challenges, assessing resource needs, surveying similar facilities in other states, creating an implementation strategy, and estimating construction and operational costs. The department must explore both state-funded and public-private partnership models for the facility. All state agencies are required to assist in the study, and the Department of Correction must compile a report with findings and potential legislative recommendations to be submitted to the speakers of the house and senate by January 1, 2026. The study will be funded using the department's existing resources, potentially including its reserve fund, and the bill takes effect immediately upon becoming law.
