This bill expands dual enrollment and concurrent enrollment opportunities for high school students by making several key changes to existing education statutes. It defines dual enrollment courses as postsecondary education courses taught by higher education faculty, and concurrent enrollment courses as postsecondary education courses taught by high school teachers approved by a higher education institution. The bill requires local school boards to grant students graduation credit for successfully completing dual and concurrent enrollment courses, and mandates that institutions of higher education seek accreditation for these courses from the National Alliance of Concurrent Enrollment Partnerships by 2028. Additionally, the bill requires the Department of Education to notify parents of students in grades eight to eleven about opportunities for challenging curriculum and postsecondary credit courses, and directs the Commissioner of Education to develop a model agreement between secondary schools and postsecondary institutions for offering these courses. Institutions of higher education will also be required to report detailed information about students enrolled in dual and concurrent enrollment courses, including student demographics, course details, grades, and credits earned. The goal of these provisions is to provide more flexible pathways for high school students to earn college credit and engage in advanced educational experiences.
