This bill requires health plans and medical assistance programs to develop and implement a comprehensive maternal mental health program aimed at supporting pregnant and postpartum individuals. Specifically, the program mandates at least two mental health screenings - one during pregnancy and another within the first six weeks postpartum, with additional screenings possible if medically necessary. Health plans must reimburse healthcare professionals for services related to these screenings, including diagnosis and treatment coordination, at a rate that covers their costs. The bill also requires health plans to provide resources and referrals to specialized perinatal mental health providers and prohibits intentionally delaying referrals when clinically indicated, such as after a positive mental health screening or when a patient reports suicidal thoughts. The program will apply to all health policies offered or renewed on or after January 1, 2026, and includes appropriations to support implementation in medical assistance and MinnesotaCare programs. The goal is to improve mental health support and early intervention for pregnant and postpartum individuals by ensuring comprehensive screening, timely care, and access to appropriate mental health resources.
