This bill establishes a statewide certification program for boiler operators in Washington State, addressing safety concerns and creating a unified approach to boiler operation and maintenance. The legislature found that only a few jurisdictions regulate boiler operators and that trained operators are essential to preventing potential risks to personnel, the public, and property. The bill creates a comprehensive certification system with five different grade levels (Grade I through V) based on experience and education requirements, where applicants must demonstrate varying levels of expertise in boiler operation through exams and practical experience. The Department of Labor and Industries will be responsible for preparing and administering examinations, issuing certifications, and enforcing the new requirements, which will take effect on January 1, 2028. Existing boiler operators as of December 31, 2027, can be grandfathered in without taking the examination if they apply by October 1, 2028. The bill also allows cities with existing boiler operator certification programs to continue their programs if they meet state standards, and provides provisions for temporary permits, certification suspension or revocation, and penalties for non-compliance. Certain industries, such as refineries and some electric generating facilities, are exempt from these new certification requirements.
