This bill establishes a new type of special license plate for education fundraising in Arizona. The bill requires that if an organization pays a $32,000 implementation fee by December 31, 2025, the Department of Transportation will issue special education fundraising license plates. The organization must design the plate, subject to department approval, and the plate can potentially be combined with personalized plate options. For each special plate, $25 will be collected: $8 goes to plate administration fees and $17 is considered an annual donation. These donations will be deposited into a new education fundraising special plate fund. The fund will first reimburse the initial $32,000 implementation fee, and then annually allocate money to a 501(c)(3) nonprofit organization that has a mission of community fundraising for a unified school district in Arizona. The organization must use the funds to promote equitable access to learning, stimulate classroom innovation, and ensure academic excellence. No more than 10% of the fund's annual money can be used for administrative costs. The bill also makes several technical amendments to various sections of Arizona's vehicle registration statutes to accommodate this new type of special plate.
