This bill establishes a task force to develop guidelines for developmental screening tools for children from birth to age three and screening tools for maternal perinatal depression during pediatric appointments, as well as create an internet-based system for collecting, analyzing, and sharing data from these screenings. The task force will consist of nine members appointed by various legislative leaders and state commissioners, including representatives from pediatric medicine, community health centers, data analysis experts, maternal mental health organizations, and child advocacy groups. The task force will include both potential legislative members and state agency commissioners. Members will be appointed within 30 days of the bill's effective date, with initial meetings to be held within 60 days. The task force is required to submit a comprehensive report by January 1, 2026, detailing their findings, developed guidelines, and recommendations for implementing the data sharing system. The administrative support will be provided by the legislative committee responsible for children's matters, and the task force will terminate after submitting its report or on January 1, 2026, whichever is later.
