This bill requires towns, cities, and boroughs with populations of 25,000 or more to create a fair rent commission, and mandates that any such commission conduct public hearings and publish their bylaws online. Specifically, the bill amends existing law to require fair rent commissions to keep their hearings open to the public and to post their bylaws on the municipality's official website. These commissions are empowered to investigate and address rental charges for housing accommodations (excluding seasonal rentals), with the ability to compel attendance at hearings, issue subpoenas, administer oaths, and issue orders related to rental charges. Towns required to create such a commission must do so by July 1, 2023, and must notify the Commissioner of Housing within 30 days of establishing the commission. The bill also allows smaller towns to create joint fair rent commissions, and provides a mechanism for investigating and potentially controlling what are deemed to be excessive rental charges in housing accommodations, including mobile home parks.
