This bill introduces "The Parole Advancement and Reintegration Act," which requires the Tennessee Department of Correction to develop an early parole termination program for parolees who meet specific criteria. To be eligible for the program, parolees must have maintained stable employment for at least six consecutive months, remained law-abiding without any violations or arrests, and completed all rehabilitation and treatment programs mandated by the court and department. The program will include an earned time credit system similar to inmate sentence reduction credits, with the goal of gradually reducing supervision and potentially discharging parolees from parole after five years. Parolees will be assessed twice annually for program eligibility, and the director of probation and parole will have the authority to determine early termination and final discharge from parole. The department of correction is authorized to create rules for implementing the program in accordance with the Uniform Administrative Procedures Act, and the bill will take effect immediately upon becoming law.
