This bill amends Tennessee law to establish new training requirements for county constables. Specifically, any constable newly elected or appointed after July 1, 2025, must complete 128 hours of law enforcement training approved by the peace officer standards and training commission (POST) within their first year of service. During this training period, new constables must be paired with a trained constable or a POST-certified law enforcement officer while performing their official duties, unless they have previously served as a full-time, POST-certified law enforcement officer within the past five years. The bill also stipulates that constables who fail to complete the required in-service education will lose their law enforcement powers and can be charged with a Class C misdemeanor for each day they continue to exercise those powers without proper training. Additionally, the 128-hour training requirement can be waived if the constable successfully completes a comparable basic law enforcement course within one year of their election or appointment.
