This bill amends Minnesota's government data practices law to prohibit schools from designating parents' contact information (including home address, telephone number, email address, and other personal contact details) as publicly available directory information. The bill maintains that such parent contact information will be considered private data on individuals, with a limited exception for voter outreach during school district referendums. During the 90-day period before an election, a school may provide a parent's contact information to a committee for voter outreach purposes, but the committee must use the information only for that specific purpose and destroy the data within 15 days after the election. The bill also clarifies that educational agencies must still share parent contact information with the Minnesota Department of Education for federal reporting purposes and with the Department of Employment and Economic Development for special education transition services. The changes become effective the day after final enactment, and any previously designated parent contact information will immediately be treated as private data, regardless of its prior classification.
