This bill amends four different Illinois state department laws—the Act on the Aging, Children and Family Services Act, Department of Human Services Act, and Department of Public Health Powers and Duties Law—to require these departments to provide technical assistance in the form of training to local governmental and not-for-profit human service entities seeking to procure grants. Specifically, the departments must prioritize two types of entities when offering this training assistance: first, current grant recipients who are consistently noncompliant with grant requirements, and second, entities that have lost department grant funding within the past five years and are attempting to reapply for grants. Each department is mandated to develop and adopt rules to implement this new technical assistance program, with the legislation set to take effect on July 1, 2025. The goal appears to be helping local organizations improve their grant application and compliance skills by providing targeted training and support, particularly for those who have struggled with grant processes in the past.
