AI Summary

This bill abolishes the Georgia Regional Transportation Authority (GRTA) and renames and restructures the Atlanta-region Transit Link "ATL" Authority into the Georgia Transportation Efficiency Authority (GTEA). The GTEA will absorb all assets, obligations, liabilities, and employees of the GRTA and the ATL Authority, and will be governed by a new board appointed by the Governor, Lieutenant Governor, and Speaker of the House. The bill also grants the GTEA expanded powers related to statewide transportation planning, transit project approval, and the delegation of certain gubernatorial powers concerning federal transit funds. Additionally, it extends the sunset date for local governments to collect a retail sales and use tax for the Metropolitan Atlanta Rapid Transit Authority (MARTA) until June 30, 2067, and revises provisions related to multicounty transportation special purpose local option sales taxes and transit special purpose local option sales and use taxes, including changes to how transit projects are selected and approved. Finally, the bill abolishes the Governor's Development Council.
