This bill strengthens protections for students and families with immigration concerns by amending the California Education Code to more comprehensively restrict how local educational agencies (school districts, county offices of education, and charter schools) can interact with immigration enforcement. The bill prohibits school officials from collecting immigration status information about students or their families, and prevents immigration enforcement officers from entering non-public school areas without a valid judicial warrant. Schools must now post and provide information about students' educational rights in multiple languages, including the Attorney General's "Know Your Educational Rights" guide, and are required to educate students about the harmful impacts of bullying based on immigration status. The bill mandates that school administrators report any immigration enforcement requests to their governing board while maintaining student confidentiality, and requires the Attorney General to update model policies for limiting immigration enforcement interactions by December 1, 2025. Additionally, the bill specifies that local educational agencies must adopt these updated policies by March 1, 2026, and allows for monitoring and potential auditing to ensure compliance. If the state determines that implementing these requirements creates additional costs for local agencies, the state will provide reimbursement.
