This bill extends the termination date for a Maryland law that allows certain plug-in electric drive vehicles to use High Occupancy Vehicle (HOV) lanes, regardless of the number of passengers, from September 30, 2025, to September 30, 2030. The law applies specifically to plug-in electric vehicles with a maximum speed capability of at least 65 miles per hour. To use the HOV lane, vehicle owners must apply for and obtain a permit from the state administration, which will charge a fee not exceeding $20. The Administration and State Highway Administration are required to jointly report annually on the impact of these permits on HOV lane operations. The bill is enacted as an emergency measure, passed by a three-fifths majority in the Maryland General Assembly, and will take effect on July 1, 2025. This extension allows continued support for electric vehicle adoption by providing these vehicles with convenient lane access, while giving transportation authorities the ability to monitor and potentially limit permits to maintain HOV lane efficiency.
