This bill authorizes the State Board of Physicians to issue a limited, three-year medical license to internationally trained physicians beginning October 1, 2027, under specific conditions. To qualify, applicants must have a medical degree recognized by the World Health Organization, completed at least two years of postgraduate training, been licensed and practiced medicine for at least 5 of the 7 years preceding their application, and meet several other rigorous requirements. These include having a valid Educational Commission for Foreign Medical Graduates certificate, passing the United States Medical Licensing Examination (USMLE) Steps 1, 2, and 3, demonstrating English language proficiency, and being of good moral character. The license cannot be renewed, and the Board may revoke it if the physician practices outside its scope, has employment terminated, faces disciplinary action, or becomes ineligible. The bill also requires the Board to develop regulations establishing minimum qualifications, application fees, license conditions, and a pathway to full licensure. Importantly, the Board may determine an applicant ineligible if they have previous disciplinary actions or encountered competency issues during postgraduate training, aiming to ensure high standards of medical practice for internationally trained physicians.
