This bill establishes a Task Force to Study Fencing for Bodies of Water and Playgrounds, which will be composed of 14 members including state officials, representatives from autism and developmental disabilities organizations, and appointees from the residential construction and homeowners association sectors. The Task Force, chaired by the State Coordinator for Autism Strategy, will be staffed by the Maryland Autism Coalition and will conduct a comprehensive study focusing on preventing injuries and fatalities, particularly for individuals with autism. Specifically, the Task Force will review best practices for fencing around bodies of water (including man-made water features) and playgrounds, assess how environmental interventions like fencing can prevent accidents, examine data related to wandering and drowning incidents, and develop recommendations for potential safety interventions. Task Force members will not be compensated but will receive expense reimbursements, and they are required to submit a detailed report to the Governor and General Assembly by July 1, 2026. The bill will take effect on July 1, 2025, and remain in effect for two years, automatically expiring on June 30, 2027, without requiring further legislative action.
