This bill, known as the Flight 293 Remembrance Act, aims to create a comprehensive database of members of the Armed Forces who died in non-combat military plane crashes and provide extensive support to their families. Within one year of enactment, the Secretary of Defense, in consultation with the Secretary of Veterans Affairs, must identify and document all non-combat military plane crashes categorized as "Operational Loss/Non-War Loss" from 1984 onward, using Department of Defense records and information from other organizations. The bill requires developing a publicly accessible database containing the names, ranks, and service details of service members who died in these crashes. Additionally, the bill mandates providing assistance to affected families, including ensuring awareness of available benefits, offering personalized guidance on accessing resources, and connecting families with support networks. A designated point of contact within the Department of Defense will be established to guide families through the benefits process, provide updates on programs and legal changes, and coordinate assistance with other agencies. The Secretary of Defense must submit a report to Congress within two years detailing the support provided, database development progress, and effectiveness of these efforts. The bill also includes nondiscrimination provisions to ensure fair treatment of families across various protected characteristics such as disability, sex, race, color, and national origin.
