This bill amends the Nuclear Waste Policy Act of 1982 to establish a new framework for prioritizing the acceptance and disposal of high-level radioactive waste and spent nuclear fuel from civilian nuclear power reactors. The bill creates a prioritization system that considers four key factors when determining the order of waste acceptance: the operating status of the nuclear reactor, the population of the reactor's location, the earthquake hazard of the area, and the national security risks associated with storing radioactive waste in that location. The highest priority will be given to reactors that are: (1) decommissioned or in the process of decommissioning, (2) located in areas with the largest populations, (3) situated in regions with the highest earthquake hazard (as determined by U.S. Geological Survey Seismic Hazard Maps), and (4) located in areas where continued storage of radioactive waste poses significant national security risks (as assessed by the Secretary of Energy in consultation with the Departments of Defense and Homeland Security). This legislation aims to provide a more strategic and risk-based approach to managing spent nuclear fuel and high-level radioactive waste disposal.
