This bill, known as the COLUMBIA Act of 2025, requires the Secretary of Education to establish a program for appointing independent antisemitism monitors at higher education institutions with a high incidence of antisemitic activity. Within 180 days of enactment, the Secretary will develop a monitorship agreement that institutions receiving federal higher education funds must follow, which includes funding the monitor's reasonable expenses. The antisemitism monitors will have three primary responsibilities: operate under the monitorship agreement, provide quarterly public reports evaluating the institution's progress in combating antisemitism, and submit an annual report to Congress, the Secretary of Education, state and local governments, and the institution itself. These annual reports will include recommendations for actions, policies, and potential sanctions to prevent and reduce antisemitism on campus. The bill uses the standard definition of "institution of higher education" from the Higher Education Act of 1965, which broadly covers colleges, universities, and other post-secondary educational institutions. By creating these monitoring positions, the bill aims to proactively address and reduce antisemitic activities on college campuses through transparency, reporting, and accountability.
