This bill requires the public service commission to notify any municipality or government entity that is planning to acquire and transfer ownership of street light systems (including luminaires, fixtures, infrastructure, and electrical components) about several key concerns. Specifically, the commission must inform such entities about potential health hazards associated with street lighting, the fact that light emitting diodes (LED) lighting products are not regulated by the United States Food and Drug Administration (FDA), and the requirement that municipalities operating LED street lights must create and publish an Americans with Disabilities Act (ADA) accommodation plan. The bill amends Section 70-a of the public service law by adding this new notification requirement, and the legislation is set to take effect immediately, allowing regulatory preparations to be made in advance of its implementation.
