This bill, effective July 1, 2026, amends Tennessee law by removing the concept of "felony murder" from first-degree murder, meaning a death occurring during the commission of certain felonies will no longer automatically be considered first-degree murder. It also eliminates the offenses of "criminal responsibility for conduct of another" and "criminal responsibility for the facilitation of a felony," which previously allowed individuals to be held accountable for crimes committed by others if they aided, directed, or intended to benefit from those crimes. The bill modifies Tennessee Code Annotated Section 39-11-402, which deals with criminal responsibility for the conduct of another, by replacing existing language with a provision that still holds individuals accountable if they act with the intent to promote or assist in the commission of an offense, or to benefit from its results, by soliciting, directing, aiding, or attempting to aid another person in committing the offense.
