AI Summary

This bill, titled the Dental Practice Act Extension, makes several significant changes to health insurance regulations in Illinois. The bill establishes new medical loss ratio reporting requirements for health insurance issuers, mandating that they submit detailed reports to the Director of Insurance about how they spend premium revenues, including breakdowns of spending on clinical services, health care quality improvements, and non-claims costs. Beginning in 2026, the bill prohibits prior authorization for most outpatient and partial hospitalization mental health treatments and the first 72 hours of inpatient mental health treatment. For mental health and substance use disorder treatments where an in-network provider is not available within specified travel distances, insurers must provide network exceptions and, starting in 2026, reimburse beneficiaries for associated food, lodging, and travel costs at federal per diem and mileage rates. The bill also requires health insurers to ensure that each in-network hospital has at least one radiologist, pathologist, anesthesiologist, and emergency room physician as preferred providers. Additionally, the bill makes changes to network adequacy standards, pregnancy and postpartum coverage, and autism spectrum disorder treatments. The new provisions aim to improve access to mental health care, increase transparency in health insurance spending, and ensure more comprehensive health coverage for Illinois residents. The bill will take effect on January 1, 2026.
