Provides that a State university shall (rather than the General Assembly encourages State universities) to facilitate the seamless transfer of credits toward a baccalaureate degree. Provides that a State university shall enter into a transfer articulation agreement with the community college district to provide a seamless pathway for transfer. Provides that if, within 180 calendar days of the community college's initial request to enter into a transfer articulation agreement with the State university, the community college and State university do not reach agreement on the transfer articulation agreement, then the community college and State university shall jointly implement the provisions of the Model Transfer Articulation Agreement. Provides that a Model Transfer Articulation Agreement shall be developed through a Transfer Articulation Committee by December 31, 2025. Requires each community college and State university to publish the institution's process and timeline for reviewing and making decisions regarding transfer credit requests on the institution's website. Provides instead that, by May 1, 2026, and May 1 of each subsequent year, each State university shall report to the Board of Higher Education specified information. Effective immediately.

AI Summary

This bill amends the Student Transfer Achievement Reform Act to improve the transfer process between community colleges and state universities in Illinois. It introduces a formal definition of "transfer articulation agreement" and establishes a comprehensive framework for creating seamless credit transfer pathways. The bill requires state universities to enter into transfer articulation agreements with community colleges within 180 days of a request, with detailed provisions specifying what these agreements must include, such as eligibility criteria, credit transfer frameworks, financial information, and dispute resolution processes. By May 1, 2026, and annually thereafter, state universities must report detailed data about transfer students, including admission numbers, credit acceptance rates, and time to degree completion. A Transfer Articulation Committee will develop a Model Transfer Articulation Agreement by December 31, 2025, to serve as a standard template. Additionally, the bill mandates that each institution publish its transfer credit review process on its website and update it within 30 days of any changes. The overall purpose is to enhance transparency, reduce barriers for students transferring between community colleges and state universities, and create more consistent and equitable credit transfer practices across Illinois higher education institutions.
