Bill Summary

As introduced, empowers a student who is an English language learner and who received language assistance services in the classroom during the school year to receive the same language assistance services while taking a Tennessee comprehensive assessment program test or an end-of-course assessment, as long as the receipt of language assistance services does not invalidate the assessment. - Amends TCA Title 49.

AI Summary

This bill amends Tennessee law to ensure that students who are English language learners (ELLs) and have received language assistance services in the classroom during the school year can continue to receive those same services when taking state assessments, such as the Tennessee Comprehensive Assessment Program (TCAP) tests or end-of-course assessments, provided these services do not invalidate the test results. Language assistance services are defined as specialized support for non-English speakers provided through an individual learning plan (ILP) by a teacher with an English as a second language endorsement, or as accommodations and scaffolding provided by a general education teacher in the regular classroom for ELL students whose parents have opted out of the specialized services. This change is intended to support ELL students in demonstrating their academic knowledge on state tests and will apply to TCAP testing starting in the 2025-2026 school year.
