AI Summary

This bill restructures the Department of Consumer Affairs in South Carolina by moving it from a commission-based model to an executive branch department directly appointed by the Governor. Specifically, the bill adds the Department of Consumer Affairs to the list of executive branch departments, establishes that the department will be led by an administrator appointed by the Governor with Senate consent, and dissolves the existing Commission on Consumer Affairs. Key changes include modifying various sections of state law to replace references to the Commission with the new administrator, including requirements for bringing consumer actions, preparing annual reports, and overseeing department operations. The Consumer Advocate position will now be appointed by the administrator, and all existing employees, funds, assets, and contractual obligations of the former Commission will be transferred to the new departmental structure. The bill aims to streamline the department's governance by replacing the nine-member commission with a single administrator directly accountable to the Governor, while maintaining the department's core consumer protection functions.
