This bill amends the Illinois Vehicle Code by reducing the number of required applications for special license plates from 2,000 to 250, with an important exception for military-related special plates. Under the new provisions, the Secretary of State will not issue a series of special plates or Universal special plates associated with an organization authorized to issue decals unless at least 250 applications (including applications in process) have been received. This change aims to make it easier for specialized license plates to be created and issued. The bill maintains the existing requirement that all applications must be on a designated form and accompanied by the appropriate additional fees. Importantly, the bill preserves a previous provision that allows immediate issuance of special plates recognizing military service or military medals/awards, without being subject to the new application threshold. The legislation also continues to require that any charitable organizations receiving funds from special plate sales must comply with state registration and reporting requirements, and must provide annual verification of compliance from the Illinois Attorney General's office.
