The audit will require institutions to demonstrate how their programs prepare future educators to teach reading through structured, explicit, and systematic literacy instruction, including techniques for diverse student populations like those with learning disabilities or English language learners. Programs will be required to attest to their curriculum's alignment with effective literacy instruction standards, and the commissioner must submit a detailed report of the audit findings to state leadership, including recommendations for improvement if necessary. The audit will be conducted initially and then repeated every four years to ensure ongoing compliance with best practices in reading education.
