This bill amends the Guardianship and Advocacy Act to modify the composition and quorum requirements for regional authorities. Specifically, the bill changes the number of members on each regional authority from a fixed 9 members to a range of at least 7 and no more than 9 members, who are appointed by the Director of the Guardianship and Advocacy Commission. The bill also clarifies that a quorum for these regional authorities will now be defined as a majority of appointed members, replacing the previous requirement of 5 members constituting a quorum. The other existing provisions remain unchanged, including the requirement that regional authority members should represent different service providers (mental health, developmental disabilities, and vocational rehabilitation), serve three-year terms, be appointed with consideration for minority representation, and serve without compensation while being reimbursed for expenses. The bill maintains the existing rules about term limits and the process for filling vacancies on these regional authorities.
