AI Summary
This bill creates the Efficient School District Commission, a body composed of 25 members appointed by various state leaders, education organizations, and regional representatives. The Commission's primary purpose is to review and make recommendations for reorganizing school districts in Illinois, with a focus on reducing the total number of districts, lowering administrative costs, improving student education, and decreasing property tax burdens. The Commission is required to hold public hearings across the state's nine educational regions and develop specific recommendations for combining school districts into unit districts. By May 1, 2027, the Commission must vote on its recommendations and file a report with the Governor and General Assembly; if at least 13 members approve the recommendations, the specific reorganization proposals will be filed with regional school superintendents. The recommendations must include details such as proposed district territories, maximum tax rates, and a request for a public vote on establishing combined unit districts. The bill explicitly prohibits consolidating individual schools or existing unit districts. The Commission will operate until January 31, 2028, and members will serve without compensation but will be reimbursed for expenses. The State Board of Education will provide administrative support throughout the process.
