AI Summary
This bill amends the Illinois Public Aid Code to expand eligibility for cash assistance and Supplemental Nutrition Assistance Program (SNAP) benefits for foreign-born victims of trafficking, torture, or other serious crimes. The bill removes previous restrictions that conditioned assistance on funding availability and excluded single adults without family members. It now allows individuals who are preparing to file (not just those who have already filed) applications for specific immigration statuses, including T Nonimmigrant status (for trafficking victims), U Nonimmigrant status (for crime victims), or asylum, to be eligible for these benefits. The bill also removes a provision that previously disqualified individuals residing in institutions that provide most of their daily meals from receiving SNAP benefits. By broadening these eligibility criteria, the legislation aims to provide greater support and access to critical resources for vulnerable foreign-born individuals who are seeking legal status and have experienced serious crimes or trafficking.
