This bill amends the State Universities Civil Service Act by modifying examination requirements for job applicants. Previously, examinations were only open to citizens or residents of Illinois, but the new law removes this citizenship and residency prerequisite for initial applications. Instead, the bill establishes a preference system where applicants who are citizens or residents of Illinois will be prioritized. If no qualified state residents fill a position within 6 months, the job can be filled by any qualified candidate without requiring additional job postings. Furthermore, if a non-state resident is selected, they will have 12 months to establish residency either within the state or within 60 miles of the facility where they will be employed. The bill maintains the existing provisions that examinations must be practical, relate to the specific job classification, and cannot include questions about political, religious, or racial backgrounds.
