This bill requires the Office for People with Developmental Disabilities (OPWDD) to produce a comprehensive report by December 31, 2025, detailing the staffing challenges and service disruptions in state-operated residential facilities for individuals with developmental disabilities. The report must include specific staffing data such as the total number of full-time equivalent staff, budgeted staffing levels, staff separations and new hires, vacant positions, and recruitment efforts. Additionally, the report must provide a detailed list of state-operated residential facilities, including their operational status, ownership or lease details, and the number of eligible clients currently waiting for care. The OPWDD commissioner must include any other relevant information that helps the legislature understand the agency's ability to deliver services and reduce waiting lists. The report will be made publicly available on the OPWDD's website, with the goal of assessing and addressing the ongoing staffing issues that have led to the displacement of individuals with developmental disabilities from state-operated institutions.
