AI Summary
This bill establishes the Illinois Middle-Income Housing Grant Pilot Program, a three-year initiative by the Illinois Housing Development Authority (IHDA) to support housing development in communities with River Edge Redevelopment Zones. The program will provide grants of $20,000 per unit (up to 10% of development costs) to eligible developers for creating new or rehabilitated housing units for middle-income households. To qualify, residences must be for households earning between 80% and 140% of the median household income in Illinois, involve at least $30,000 in rehabilitation costs, and include a $1,000 local investment. Developers can use the grants for both new construction and redevelopment projects, with a maximum project award of $1,000,000 and a total project cost limit of $300,000 per unit. Rental units must remain affordable at or below HUD's recommended price point for 140% of area median income for 10 years. The bill creates a special fund in the state treasury to support the program, and requires IHDA to establish rules for implementation, including a simple certification process for cities and maintaining records of funding requests to demonstrate statewide need.
