AI Summary
This bill amends two laws related to police training in Illinois to address unfunded mandates. Specifically, the bill provides that any state mandate requiring additional training for Illinois State Police Officers or other law enforcement officers will be considered void and unenforceable unless the General Assembly (the state legislature) provides the necessary financial appropriations to implement the training. If the legislature fails to allocate the required funds, law enforcement agencies, including the Illinois State Police, local law enforcement agencies, and state agencies, will be relieved of the obligation to implement the training mandate. This legislation aims to prevent state agencies from being required to conduct training programs without corresponding financial support, effectively creating a mechanism that ensures new training requirements cannot be imposed without proper funding. The bill applies to both state police and local law enforcement training mandates, providing a consistent approach to handling potential unfunded training requirements across different levels of law enforcement in Illinois.
