This bill appropriates a total of $575,000,000 to the Department of Transportation for various expenses related to the Statewide Railway Program, effective July 1, 2025. * $70,000,000 from the General Revenue Fund for planning, design, and environmental clearance of a new electrified high-speed rail line. * $230,000,000 from the General Revenue Fund for capital improvements to existing passenger rail lines, upgrades for new passenger rail routes, or construction of new passenger rail lines. This includes repairs to bridges, installation of overhead catenary for electric trains, track upgrades, and train control systems. * $100,000,000 from the General Revenue Fund for purchasing modern trains and constructing or modernizing maintenance facilities. * $100,000,000 from the General Revenue Fund for the operation of passenger trains connecting communities outside the Regional Transportation Authority to Chicago and O'Hare, as well as connecting these communities to each other. * $50,000,000 from the General Revenue Fund for maintaining mainline tracks on passenger rail routes at Class 5 standards or better. * $23,000,000 from the General Revenue Fund for the operation of regional buses to connect communities without railway stations outside the Regional Transportation Authority to the state passenger railway network and to supplement passenger rail route frequency. * $2,000,000 from the General Revenue Fund for salaries and expenses related to hiring additional professional staff in the rail division.
