Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2026 and thereafter, the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant from the Local Tourism Fund that requires matching funds shall provide matching funds equal to no less than 25% of the grant amount (currently, no less than 40% of the grant amount in Fiscal Year 2026 and no less than 50% of the grant amount in subsequent years). Amends the Hotel Operators' Occupation Tax Act and the Illinois Sports Facilities Authority Act. Makes changes concerning the distribution of moneys under those Acts. Effective immediately.

AI Summary

This bill amends several laws related to tourism funding and tax distribution in Illinois, with key changes focusing on grant requirements for convention and tourism bureaus and modifications to how hotel operator taxes are allocated. Specifically, the bill reduces the matching fund requirement for convention and tourism bureaus from 40% to 25% starting in Fiscal Year 2026, which will make it easier for these bureaus to receive state grants. The legislation also revises how hotel operators' occupation tax revenues are distributed, changing the allocation percentages for various state funds like the Tourism Promotion Fund, Local Tourism Fund, and Chicago Travel Industry Promotion Fund. Additionally, the bill makes technical changes to how repayments from the Illinois Sports Facilities Authority will be deposited, with specific provisions for fiscal years 2024-2026 that determine how repaid amounts will be distributed between the General Revenue Fund and other state funds. These changes aim to provide more flexible funding mechanisms for tourism-related organizations and adjust the financial management of tourism-related tax revenues in Illinois.
